Regional Carbon Sequestration Partnerships ? PhaseII (DE-PS26-05NT42255)PURPOSE OF SOLICITATION. Through the Regional Carbon SequestrationPartnerships (RCSP) Phase II Solicitation, the DOE is seeking to build uponthework conducted by Phase I partnerships and other groups working on similaractivities. The RCSP program is designed to support the FutureGenInitiativeby validating technologies and identifying locations throughout the UnitedStates that could support future full-scale geologic sequestrationdeploymentopportunities. During the program duration (FY05-FY09), the Phase IIPartnerships will implement and refine several activities similar to thoseconducted under Phase I, as listed below: Conduct Field Validation Tests of Sequestration Technologies andInfrastructure Concepts Refine and Implement Appropriate MMV Protocols for Sequestration Projects Refine Characterization of Regional Sequestration Opportunities Implement Permitting Compliance Activities Prove the environmental efficacy of carbon sequestration technologies Implement Carbon Sequestration Public Outreach and Education Mechanisms Assess Validation Tests and Identify the Commercially AvailableSequestration Technologies Ready for Large Scale Deployment OpportunitiesThe existing partnerships have established key relationships and have beencollectively working on national issues related to carbon sequestrationwiththe NATCARB, IOGCC, WGA, USDA, and others. It is expected that theseinteractions will continue and strengthen with programmatic coordinationprovided by DOE.NUMBER OF AWARDS. DOE anticipates awarding approximately (7) RCSP - PhaseIIPartnerships as Cooperative Agreements.FEDERAL FUNDING. The total Federal funding anticipated to be available forallawards is up to $93 million over 4 years (FY05-FY09). Funding for eachpartnership is expected to be $2 to $4 million per Partnership per year,depending on factors such as duration, scope, and number of technologyvalidation projects proposed within a region.ANTICIPATED AWARD SIZE. The total anticipated award size is $17.9 millionwhich includes a DOE share of $14.3 million and a minimum cost share of$3.6million from the Recipient. Federal funding is expected to be $2.3millionfor Year 1 + $4M for each of Years 2 ? 4 (i.e., totaling $14.3 million ofDOEshare/project).
